No area in Turkey belongs to other foreign armies.
US army has signed a partnership contract with Turkey, and it's for both countries interests ( USA supplies nuclear missiles protection against the former USSR threat ; Turkey supplies a strategical location, similar to USSR communist ally Cuba )
By the way, US and Turkey are the two strongest armies in the NATO force ),and they both need each other.
As my friends wrote above, the turkish military base currently used by the US army is the Incirlik base.

Even in the US, I've only heard it referred to as a NATO air base, even though US and UK have the most personnel there.
Is Izmir closed now? that was close to Istanbul and I think it was actually called an Air Station not an Air Base, but also under the sovereignty of Turkey and no one else.

There are no US Air bases in Turkey now.
Incirlik Air Base is a Turkish Military Airbase but American Military is allowed to use it.
There was one in Ankara, US Balgat Airbase but it closed down in July, 1993.
