Can i play any playstation 2 pal (UK, Europe) game in Singapore?

Etc. I buy a Playstation 2 game from Holland, will it work on a modified NTSC version of the Playstation 2?

If you've got a modded PS2, than yes. When I had my PS2, it was from Thailand, I've modded it and it started to play PAL games as well.
