If I have a modified NTSC ps2 and televison with both NTSC and PAL signals, will i able to play PAL games?

Modded NTSC PS2 will play them. At least mine PS2 from Thailand did.

You have to get a media disc that'll take away the region coding (unless your mod took it off already). Max Replay is a good one.
