Photoshop or Gimp. Former you have to pay for, the latter is free.

Adobe Photoshop, Jasc or Corel PaintShop Pro. Most decent ones, but not the free basic digital imaging programmes. All you need do is bring in the first picture go to Image, Size, and resize the canvas, not the image, thus making room for the next one, then open the next, copy and paste in as new layer and position, then merge layers. That is if you want side by side. If it is to put something from one photo, such as a person into another photo to incorporate into a group, then its just a question of selecting, copying and pasting again as layer, positioning properly, removing rough edges, or cloning around to match background of original photo, and when ready merging the two layers.

Any graphic or photo editing program will allow you to do that.
The top line is Photoshop, but it cost about $300.
Go to http://download.com and search for the free program Gimp. Not as fancy, but it will let you join two pictures.

PHOTOSCAPE,is a fun and easy photo editing software. The program is XP/Vista compatible.Good features are provided, but the program is freeware and it does not seek to match the technical excellence of sophisticated programs such as Photoshop or Gimp.Good luck!!http://www.freewarefiles.com/program_3_36_33600.html
