Your best bet early in the season for safety is to stick to the smaller ponds. This year in the northeast has been colder than average since the middle of November. I live in Maine and went ice fishing on November 30. I am sure you will be able to find safe ice around Christmas. Ask at the bait shops when you get there. They will steer you in the right direction. Conditions will change a lot between now and then.

Around December time, the ice around there is often too thick to comfortably fish, yet its too thin for ice fishing.
