The Bible tells us that those who die go to the grave (Hebrew=Sheol), and they 'sleep' until the resurrection, not to heaven, but to life on the paradise earth.
Psalms 146:3, 4 and Ecclesiastes 9:5, 10 show that the dead are conscious of nothing. They are not being tortured in hell nor in heaven. It is like a deep sleep. At John 5:28, 29 talks about the resurrection that will take place in the future and Revelation 21:4 shows the conditions that will be; no more sorrow, sickness or death.
Then babies who have died will be resurrected, never have to get sick and never die because God promises everlasting life.

It amazes me how people will take one text out of the Bible and create a complete belief system around it.
If you take all the verses (old and new Testament) and line them up they will all point to one conclusion, but sometimes a verses can seem to have an alternate meaning. If this meaning is not supported by the rest of the bible the logic behind the point of view not the Bible must be in error.
In my research the answer I can give you is that a baby like and adult is buried and is asleep until the Second Coming, but to the baby it is like a blink of an eye as time has no meaning to the dead.

God does not “take” children from their parents, as some have been told. Although the earth produces ample food, selfish political and commercial elements often hinder its distribution to those most in need, resulting in death due to malnutrition. Some children die in accidents, as adults do. But all of us have inherited sin; we are all imperfect. We were born in a system in which everyone—both the good and the bad—eventually dies. (Eccl. 9:5) But Jehovah ‘yearns’ to reunite children with their parents by means of the resurrection, and lovingly has made provision to do so.—John 5:28, 29; Job 14:14, 15; compare Jeremiah 31:15, 16; Mark 5:40-42.
Where are the dead?
Gen. 3:19: “In the sweat of your face you will eat bread until you return to the ground, for out of it you were taken. For dust you are and to dust you will return.”
Eccl. 9:10: “All that your hand finds to do, do with your very power, for there is no work nor devising nor knowledge nor wisdom in Sheol [“the grave,” KJ, Kx; “the world of the dead,” TEV], the place to which you are going.”
Eccl. 9:5: “The living are conscious that they will die; but as for the dead, they are conscious of nothing at all.”
Some people say ‘It is the will of God’
‘That’s a very common belief. But I have found it helpful to search out what God himself says about this.’ ‘(Read Genesis 2:17.) example: If a father warns his son that doing a certain thing will cost him his life, would you say that the father wants the son to do it?’ ‘Then what really is God’s will regarding mankind? Jesus said: “This is the will of my Father, that everyone that beholds the Son [that is, perceives and acknowledges that Jesus truly is God’s Son] and exercises faith in him should have everlasting life, and I will resurrect him at the last day.” (John 6:40)’.

Some babies die prematurely to hasten their evolution.
Death is natural & when time comes the soul leaves the body.
The soul remains in ASTRAL world till rebirth.

Babies are Innocent.When they are born and pass away at an early age they didn't have time to sin. they don't know any better. so God does not hold them responsible. So they go straight to heaven to be with God. in the great kingdom.

there's such a thing as age of accountability. if you or another person are retarded or you can't understand life (babies), you go to heaven. that's just the way it is. if you don't understand what it means, then how can you not accept it?
