I've been caring for the kids since they were little.She asked for them back last year. I also have them on my dhs case i want to remove them but don't know if i should

that all depends if ahe can raise the kids properly, and yes you should they are no longer in your care.

You need to think of what's best for the kids. Is she capable of caring for them properly? How many years have they been with you? Are they more bonded with you, or with her? Is she clean and sober? If so, for how long? Does she have a decent place to live without men moving in and out? Things like that are what you need to think about in making this decision.
