Depends on the type of stare and by who and how long..

Give them an extremely mean glare, and that'll usually make them break eye contact. I don't like being stared at. And if they start staring again, then I raise my eyebrows in a condescending way and stare back until they stop. If it goes any further, I'll lose my temper and say something. I'm not a big people person.

Good question..... depends where you are. If it's in New york City it could be an affront... so you should quickly decide to run or fight. If it's in a bar it could be that someone is hitting on you... the ball is now in your court.
If it's a Mediterranean country then it's normal... you either stare back or just go on with what you are doing.

I usually wink. A lot of times they've spaced and the movement will refocus them and make them realize they look like they're staring at you. If they really were staring at *you*, letting them know you noticed will usually embarrass them enough to look away.

Stare back, which either leads into smiling on both parts; OR glaring if they don't smile, by which time, they'll have looked away (I'm not arrogant, that is just what generally happens. I must just have a scary glare :-p)

This happens to me most frequently. I can understand looking, but staring is rude. Sometimes, "Beautiful" or "Hey Baby" follows the stare.

I totally ignore it.
