Yes, when I moved to New England it was a challenge to get green onions, they only had scallions for sale. Tasted the same, both green and white parts.

No they are two different plants.
A true green onion is a baby onion that will eventually develop a bulb (onion) and if allowed, a flower stalk. The onion is pulled before the onion bulb forms when the greens are over 6" long.
A true scallion never develops a bulb or flower stalk and reproduces by dividing.
You can grow scallions any time of year. Green onions are generally found in the spring.
All that said, the two are used the same and taste similar.

absolutely. sometimes you can use the whole thing. some recipes call for just the green or just the white parts, but either way, they are yummy
