I EQUATE SURPLUS RAIN WATER WHICH IS NOT BEING USED IN ANYWAY AND THAT WATER WHICH IS CONTAINED IN THE WATERLOGING EQUAL TO PATROL.WHAT DO YOU THINK?

If you mean petrol, then certaily yes.It is a criminal waste of a resource that is so hard to get by and droughts follow floods due to inadequate storage /utilization when available in plenty.Chekdams,rockfilled at rural level in many places including agency areas work wonders with small streams effectively blocked and water contributing for subsoil water..Similar dams can be constructed with pucca masonary where ever feasible. Many tanks and ponds all over the country had been closed to convert the land into housing plots and bus complexes in many towns with disastrous results.Atleast the remaining few shoud be fenced to prevent usage for unhygeinic purposes and protected to add to subsoil reserves following their filling with rain water..'Water harvesting' in terms of soakage pits etc.,should be made mandatory for all houses and large industrial establishments.The age old adage of preserving and promoting forests and vegetation is a golden doctrine as rain water is best preserved in forest streams and lakes. The NGOs and rural farm labourers should be encouraged to practise contour concentric bunding of places at height and planting Stylo hamata seeds giving rise to plants which effectively prevent water runoff.Education of people regarding importance of all these measures to ensure community participation which is essential for successful storage of rain water.All rivers in the country should be nationalized and a National water grid should be constituted to utilize water by constructing dams with consent from all states concerned.
