She probably goes across the lawn because it saves her a few steps in a day's work, but maybe also she found the sidewalks slippery before and decided going across lawns was safer.
At any rate, if your city has a law that states you are responsible for keeping the sidewalks clear of snow in front of your house, it doesn't matter if the mailman (or lady) uses them or not. It's also for the safety of anyone else using the sidewalks, too. Many people fall and break arms, legs (or worse) on snowy, icy sidewalks every winter. Common courtesy would tell people to keep sidewalks clean even if a law doesn't.
I guess the other option is that you could pay higher city taxes to have city workers clear off all the sidewalks.

Most areas require snow to be removed from sidewalks. You can be sued if someone gets hurt due to not being cleaned. It's not only postmen. My personal feeling is that snow is less slippery than the thin layer of ice that forms when shoveled.
