Yes, one can be expelled or suspended for a period for eating non-veg in a hostel if this is a case of violation of the policy of the Institution.
I have seen in many Institution /universities , both kinds of Hostel are there.....Veg Hostel and non-veg Hostel.Rules are very clear regarding what can't be practised in a veg hostel. This isn't a case of violation of human rights.This is a case of violation of hostel rules of some institution.

if eating non-veg is forbidden in the campus and the student is well aware of this, the college has every right to take action for the adventure but with lesser punishment rather than suspension. though, it can be challenged due to the severity it is better for the student to plead for a lesser punishment rather than fight it out and lose time.

One must honour the rules and regulations of the college/institute/university to study. If you are non-veg have your food outside. Before taking admission these things should be considered in advance.

It is a silly question. If this is written in the Hostel Rules nothing can be done. The student can onboy represent and request for consideration.

The school has the right to set up its own regulations. If you do not go along with them you should not go to that particular school.
