Well,carpet area is the area on which you literally spread a carpet ie the net floor area within the premises.Plinth area includes the area covered by walls etc 'Like a wall 20 ft long and 2 ft wide shall have an area of 20 square feet,which when added to carpet area shall indicate plinth area.

In architecture, a plinth is the platform or base upon which a column, pedestal, statue, monument, or structure rests basically the area you walk on and can see is the carpet area and the plinth area is the area of the house itself without the walls and counter areas that are covered up
