First you need to rate her pain from a scale of a 1-10. If it's 10 and she can't tolerate any movement, she needs to see a Dr. ASAP. Ibuprofen should alleviate the pain. That definitely needs to be examined. You should call the local hospital and ask to speak with a nurse or Dr. and they should be able to tell you if it's an emergency or not.

If you really believe your mom dislocated her knee and your isolated, then call 911 and ask for an ambulance.

Do not, under any circumstances, try to do anything yourself. And, in fact, try and splint the knee so she doesn't have all that pain.

If the kneecap is off to the side, you need to pull it back to the center. It is going to hurt a lot but will fix the problem.
