As you've discounted Elvis,....believe me, no male singer has duplicated/covered the range of notes that ROY ORBISON reached. Female, more difficult, but I'd plump for KATE BUSH too. (I think you're wrong to discount Elvis though, although there are thousands of impersonators. Listen to ALL his songs, especially earlier material (50's-60's) he had a totally unique voice. Listen to "jim said hello", "playing for keeps" for example, his style/voice was absolutely unique.)
