It is probably the level you are working at, you wouldn't need to pay any state tax. However, if you are filing jointly with your spouse and if they are making good money, then the extra money you bring in will be taxed. The boss does not need to withhold it, but you will have to pay it next April.

Just to add to what the others have posted, if you are married and filing a joint return and your income is considerably lower than your spouse's you should be claiming 0 withholding allowances at your work. If you claim Married and 2 it's quite likely that you and your spouse will owe when you file at tax time unless you qualify for the EIC.

How much federal income tax and state tax is withheld by the employer depends upon your pay check and number of allowances you have put on your W4.
Also the withholdings are not save as paying the taxes. If withholdings are less than the actual taxes, then you must pay it when you file your tax return.

Of course all this will be moot when the FairTax Act H.R. 25 passes and replaces all income taxes with a single sales tax on new items. The FairTax now has the support of hundreds of thousands, 72 congressional sponsors / co-sponsors, and 7 presidential candidates, and over 70 economists. See www.fairtax.org So tell your congressman to pass H.R. 25
