When you progress on spiritual path, these powers are common and comes automatically. But if there is a desire then you may not get these powers or you will be stuck.
To start with you might want to read, understand and implement Patanjali Yoga Sutras (Ashtanga Yoga) from Internet or www.geocities.com/shanky_andy. Find some one who is already walking on this path. Stay away from Gurus and Pundits.
To start with you can practicing. Close your eyes and practice the following techniques to reduce the oscillation of the mind -
1. Witness your natural inhalation and exhalation.
2. Witness the flip between inhalation and exhalation.
3. Alternatively, let the thoughts flow and let the Self be a witness with choice less awareness, as if you are standing on a crossing and witnessing (not moving along with the traffic) the movement of thought traffic. Don’t suppress or fight or categorized thoughts as good and bad. Accept all noises and bodily distractions around you. Let it be, and be a witness!
4. Mind is linear and the thoughts manifest one after an other. Thoughts emerge, rise and fall on the substratum of permanent awareness, which is different from thoughts. Observe and widen the gap between two thoughts.
5. Bring your attention (don’t turn your eye-balls inward) at third-eye (Ajya Chakra), between the eyebrows. Eyes closed and eyeballs fixed as if you are watching whole 180 degree wall around you from left to right i.e. looking no where.
Note : Third chapter of Patanjali is known as Vibuti Pada, which has all what you have quoted and interested.

Meditation:
One is for meditation.
Two is for procreation.
Three is a mystery.
Four is for the cemetery.
Levitation:
This one is more difficult.
You will have to look up the "Yoga Sutras" by Patanjali.
This can be hazardous if one does not know the prescribed "Siddhis".
A person must really go within themselves to truly understand the answers to these questions you have posed. I have given all the directions that are necessary for you to start the journey.

The idea of meditation is to put one foot in to the astral realm (The dream state) while keeping the other foot in the physical. Use music, incense, slow methodic breathing, and mental release to do this. It takes practice, and the releasing part is very difficult without falling to sleap. try to imagine things in detail and try to think in the same manner as you do when you dream. Astral travel, which is what you're describing, is done by imagining the place where you want to be, rather than deliberately moving to the place. I've been able to get people to notice that I've astrally traveled to where they are, but those people have to be sensitive to that sort of thing. Kids notice it all the time. I can't help you with the levitation part, but I can tell you that levitation deals with vibration and sound.

my granfather teaches meditation and he taught me to use visualization. visualize a yellow rose when you meditate(yellow because it's very calming and relaxing) and picture every detail so its as if your eyes are open and your actualy looking at one. concentrate on that picture and block all other things from your mind. its very hard not to think about other things so if you do, just bring your attension back to the rose. it will take a lot of practice but if you start out by meditating five minutes each day, eventually it will start getting easier. As for astral projection, (i'm assuming thats what you meant by "flying with your mind") i haven't tried it yet but there are a lot of great techniques i've read online and i'm sure they have plenty of books on the subject that you could buy. i'd suggest getting started with meditation before you go on to things like that though. good luck! =)

Levitation can only be achieved through a propulsion device of some sort. Meditation is the act of breathing deeply, slowly, and focusing your mind on what's around you. One has nothing to do with the other, it's just more hollywood magic clouding the minds of the people.

One day a student of another teacher was telling how his teacher could had meditated 25 years and as a result could now walk on water. Another student said "what a shame to put so much effort into learning to walk on water when the ferry only costs a dollar ".

I think meditation is good for the body mind and soul. I have to say i do yoga myself a few times a week and i have to say i feel much better for it. I used to be really hot headed and have a bad temper on me but now since i have done yoga it really made a difference in my life. I am much more calm it fixed my back pain and i have to say it makes me a little more flexable i use to do certain things when i was small like do the splits hold me leg up to my shoulder but now that i do yoga i seem to be a little bit bender and more flexable. it also comes in handy in certain situations.
I think we all need to take the edge of in our everyday lives and i have to say yoga is a brillant thing to do to clear the mind and and to get rid of the bad things that might be bothering you in your mind.

if you are meditating to try to levitate you are not meditating at all
stop all thoughts whatsoever, concentrate on your breath
stop thinking of trying to make your mind fly, that is not meditating
dont create any words with your mind

Yes, that's called projection of consciousness, and as soon as you understand your independence of flesh you'll do just fine. Practice makes perfect.
