Actually, polygamy is condoned and condemned in D&C. It was condoned because Joseph Smith needed God to justify his polygamous lifestyle and it was condemned when the LDS Church had to reckon with the Army of the United States of America.
It must be nice to have a God who's always right, even when he says two completely opposite things.

Actually polygamy is likewise both condoned and condemned in the Bible.
Ex. 21: 10
If he take him another wife; her food, her raiment, and her duty of marriage, shall he not diminish.
~Why even mention this if polygamy is absolutely horrendous to God?
1 Kings 11: 3
And he [Solomon] had seven hundred wives, princesses, and three hundred concubines: and his wives turned away his heart.
~700 wives had he, yet God still allowed him (and only him) to build the first temple.
2 Samuel 12: 7-8
7 And Nathan said to David, Thou art the man. Thus saith the LORD God of Israel, I anointed thee king over Israel, and I delivered thee out of the hand of Saul;
8 And I gave thee thy master’s house, and thy master’s wives into thy bosom, and gave thee the house of Israel and of Judah; and if that had been too little, I would moreover have given unto thee such and such things.
~God hates polygamy yet he actually GIVES not only a plurality of wives away, but the WIVES OF ANOTHER PERSON! Likewise didn't God "multiply" the wives of Job after his test?
Now what is really funny is even though God seems to condone polygamy in the Old Testament, he then in the same Old Testament condemns it!
Deuteronomy 17:17
17 Neither shall he multiply wives to himself, that his heart turn not away: neither shall he greatly multiply to himself silver and gold.
Two possible conclusions:
1) The Bible is false because it contradicts itself
2) Polygamy is permissible only at certain times (none of which are mentioned) and should be at the discretion of the Lord.

Just as in the Bible, polygamy was permitted/ commanded at some times, and at others it wasn't. For the Nephites it was prohibited, but in the early church it was commanded of some men to fulfill God's purposes.
This passage to which you are referring actually addresses this too. Way to take things out of context! Read the last highlighted verse.

There was a time and place for it. It was not permited in BOM times. It was in the 19th century. It is not needed when the population has even numbers of each gender. In the 19th century Catholic Paraguay legalized it because of the number of men killed in wars. It lasted for only a generation.
