The USMC uses snipers for the same reason that any other military organization uses snipers. To kill people at a long distance. (Soldiers do that, you know...)
If you hear about it more from USMC than Army, it is a matter of who thinks they have the better sniper school.

You always hear more about anything USMC.
The Marine Corps can suck the media out of a room faster than an free liquor at an open bar.
They Army has as many snipers per infantry company as the Marines. And the training is essentially the same. In fact, you will find the odd Marine sniper training at the US Army Sniper School at Fort Benning, Georgia.
But the sad reality is that the Army just isn't sexy. It just doesn't sell newspapers or cable TV ads. The Marine Corps does.
Besides, the USMC snipers have swords on their dress uniforms, what Army puke in his pickle suit could ever compete with that?
But to answer your question, both employ snipers to incite fear in the enemy, gather intelligence about the enemy, and impede enemy operations.

The United States Marine Corps employs snipers for forward observation and reconnaissance and as infantry support. Their role in creating an effect of fear on the psyche is a great tool for “de-motivation” of the OPFOR.
The USMC uses more snipers than the USA. Also, in the USMC, they play a greater role in some aspects of modern combat.
If you want to read a good story about modern USMC snipers, check out “Shooter: The Autobiography of the Top-Ranked Marine Sniper” by Jack Coughlin, Casey Kuhlman, and Donald A. Davis. It’s a good read by a modern sniper from OIF.

USMC is run by the United States Of America, or did you meen army?
The Marines get more use out of snipers when they use them for intelligence gathering than anything else. Also, snipers can cover large areas of open ground in one position, capable of picking off multiple targets without being noticed.

The Army uses them too.
Snipers have been around as long as there have been rifles. They can be very useful in a combat situation as they can not only do damage to an enemy, they can also have a psychological impact.
The Marines use them partly for their shock value and partly to take down high priority targets.
A historical note--in the Battle of Gettysburg, in the Civil War, a Confederate sniper killed Union General John Reynolds in the very early stages of the battle. Reynolds was not the first high priority target to fall to a sniper's bullet--he died instantly, by the way--nor will he be the last.
Fortunately for the Union side, they had more than one general, but Reynolds was considered one of the best.

dont quote me on this but i believe Army snipers are typically 'infantry snipers'.
The Marines have the 2 man scout/sniper team in which there is a spotter and the shooter. This is obviously the more heard about sniper because its just the two of them. The army deploys there general sniper into some combat units as a reconaissance sniper and to cover the soldiers while they are advancing.

The Marines have a larger sniper division than the Army. If you really think by "Marines" they have anything to do with water, they don't. They are one of four parts of the US military. The Army, the Navy, which are MARINERS not Marines, they are the sailors aboard ships and subs, the Air Force, which is self-explanatory, and the Marine Core which are pretty much the same as the Army, most of it infantry.

They are the good guy snipers to take out enemy snipers and you hear more about them because Marines are typically more of the front-line presence.

Every Marine is trained to be a rifleman and hit his target and move to the next one. Its no surprise that the force has the best and most number of expert shooters because by the nature of the Core excellence in all their functions is a must.
That's why Marines are "Semper Fidelis"
