I actually knew this one and I've never even had it (I live in MN).
Steak Tartare
Just like all those sushi folks, you have to have a safe supply of meat and high standards of cleanliness. Buying the meat from the grocery store probably is not your best bet.

It is called "Tatar" and it's made from beef fillet, very finely grounded and seasoned with mustard, some ketchup, a bit of olive oil, salt and pepper and with finely chopped onions. It's also very good on rye bread.

It is called beef tartar. It is not usually made with low grade hamburger, but with very expensive and particularly handled cuts of meat. Low grade hamburger can get you very sick so be careful.

I believe what you're talking about is Steak Tartare or, another version, Carpaccio, which was raw ground sirloin that is usually mixed with egg yolk, spices and minced onion. Traditionalists take thinly sliced steak, raw, and sprinkle it with olive oil and lemon juice. It's about personal taste and health!

Not sure ground round? I think ground round is suppose to be safer.
I am from wi and I ate it one time.
It is not safe and I would not suggest eating it.
