They started with a highly professional Army with a large reserve component that was trained via conscription.
In the end, it was still a very professional army, but it was loaded with conscripts.
Germany lost that war on the political and logistic fronts, not on the battle field.

The Prussians built up there strong military under Bismark, they had a succession of wars against Austria in 1866, against the French in 1870-71 which they won, and developed a military industry base for weapons manufacture-
As powerful and well trained as the volunteer Prussian Military was, it still used additional troops from the other German states and duchy's to boost their numbers.
After their initial victories against the Russians at Tanneburg and against the Belgians and French, they got bogged down into the human meat-grinder of trench warfare and conscription was introduced.
After the USA entered the war in 1917 and could supply 350,000 men a month the Prussians could not match this as most of their manpower had been used up in the previous years fighting, they were down to recruiting 14-16 year old boys and old men, and they surrendered.

Also, the most powerful region of Germany during the 2nd empire was Prussia, which historically placed a big emphasis on a strong army and where, incidentally, the general staff system and many German officers originated from.
