What 'immigration policy' are you talking about?

Oh yeah, there was no immigration policy back in 1607.

Here in 2007 however, we DO have an immigration policy that people must follow. Simple as that.

The policy varied from tribe to tribe, but it was usually to kill European settlers, who were technically illegal immigrants (actually, "invaders" would be a better term). In some cases, however, the tribes would cooperate with the European invaders, either to trade for European goods, or to make an alliance with the European country in question against a tribe they were at war with.

Anyone who saw a European would most likely report to the leaders of their tribe.

How did they explain their immigration law to newcomers? They couldn't, at least not very coherently, because of the langauge barrier.

Did they need a passport? Probably not. Passports as we know them today did not exist back then. I'm sure Europeans had some sort of documents stating who they were, but Native Americans would not have been able to read them due to the language barrier. And in most cases, they would just kill any Europeans settling on their land, and wouldn't care whether they had any sort of documentation or not.

Of the 50 states, only Hawaii existed back then. The others were founded by either Britain, Spain, France, The Netherlands, or Russia, or the U.S. after it seceded from Britain, or Mexico after it seceded from Spain. Those 49 states were founded by the Europeans after they had obliterated the Native American civilization that had previously existed there. They Europeans and their descendants accomplished this through a combination of conventional and (usually unintentionally so) biological warfare. They killed off the Native Americans or forced them to flee and relocate to a less desirable region. After they killed or ousted them, the Europeans and their descendants settled in the area and founded the all the states except Hawaii, though not all of those 49 states were founded at the same time, or by settlers from the same country. They were founded over several centuries. With Hawaii, the U.S. just conquered Hawaii and imposed a new government.

EDIT: To those of you who say there were no laws, there were. The tribes may have been different and less advanced than European civilization, and they may not have had a written language, but they still had a right to their own territory.

What is a native american? From what I have read, all humans came out of Africa, and MIGRATED around the world. Everyone was an immigrant at some time or other unless you are from, and still live in, Africa. Don't go back 500 years and stop there, go all the way back. "Indians" too came from somewhere, there is no evidence they evolved on this continent.

No borders, no laws and the land wasn't owned or settled at the time. The land was simply inhabited.
