Yes, you can deduct the amount above 7.5% of AGI provided that your total deductions on Schedule A exceed the Standard Deduction, otherwise you take that amount.

The part of your total medical expenses that exceeds 7.5% of your AGI is deductible - you can't deduct the part that's 7/5% of your AGI.
