This is a fallen world ,mankind caused it by sin. The creation is slowing down like a spinning top. The further we get from Adam and Eve the more ill effects from the falling away are felt.
That includes weather, planet stability Earthquakes , and the effects keep spiraling and birthing new problems.
Does God cause them , He did curse it all at the garden of eden. It only takes once.

Hurricanes and other natural disasters are called 'acts of God,' but that is just a figure of speech. If we presume that God is love, how can the power of love cause a hurricane? It can't. Hurricanes are just the result of warm and cold air masses meeting and forming an area of low air pressure.

A hurricane is an act of Satan meant to destroy. God has the ability to allow it to affect humans. Sometimes he exercises his will to allow bad things to happen. The point is so that people turn to him for salvation. Like an alcoholic to alcohol, we're all habitual sinners, and sometimes (not always) we have to hit "rock bottom" to want to get out of our habit. So, I believe it's possible (I can't say this is scriptural) that God allows those things to happen so that people can hit their lowest point and finally realize he's the only place left they have to turn.
To reverse the question... Would you ask this question about a hurricane that dissipates in the ocean, never making landfall, and causing no damage to humans? Just an interesting thought - Kinda like if a tree falls in the woods...

Yes it is. An Act of God and an Act of Nature is the same thing. Shouldn't you be humbled by the awesome power of Nature? Just because we are subject to the awesome power of Nature, doesn't mean we should slander it either. If you go out on a ship in calm weather, and a storm hits and your boat capsizes, do you blame Nature for your troubles? When you entered the water, you yielded to the power of that water and took your risks. It wasn't your choice to be born any more than it was mine. We are here, and there is nothing we can do about it. We can choose to try to understand why we are here or choose to have contempt for Nature and live our lives in sheer misery until the very end.

Remember that God has opposers principally the one called Devil and Satan, who is misleading the entire inhabited earth Rev 12:9 God paced our first parents, Adam and Eve, in a trouble free world. But satan convinced Eve that she would be better off without God's rulership( Genesis 3:15) sadly. Eve believed satan's lies and disobeyed God. Adam joined her in this rebellion. the result? "Death spred to all men, " says the Bible Romans 5:12
Rather than immediately squashing this rebellion by destroying Satan and his followers, God saw fit to allow time to pass. What would that accomplish? For one thing, it would allow Satan to be exposed as a liar! It would allow proof to accumulate that independence from God brings nothing but ruin. Is that not exactly what has taken place? "The whole world is lying in the power of the wicked one." (1 John 5:19) Furthermore, "man has dominated man to his injury." (Ecclesiastes 8:9) .Morals have fallen to an all-time low. Human governments have tried every conceivable form of rule. They sign treaties and adopt laws, but the needs of the common people are still unfulfilled. Wars add misery on misery.
SUFFERING MAY ALSO STEM FROM POOR JUDGMENT. SUPPOSE A GROUP OF YOUTHS INDULGE IN ALCOHOLIC BEVERAGES AND THEN GO FOR A DRIVE. A SERIOUS ACCIDENT RESULTS. WHO IS TO BLAME?GOD?NO, they have reaped the consequences of their poor judgment Galatians 6:7

Insofar as God started nature on it's course, yes, it is an act of God.
Insofar as our sins have disturbed the balance of nature, it is our fault.
Insofar as who to turn to for help, God wants us to acknowledge His power and authority and depend on Him to see us through the crisis.

Yes it is. God controls the weather. He is in control of everything.
The purpose is to punish man for their sin. It's part of His judgment on sinful man, just as the tsunamis and earthquakes are also the same thing: judgment/punishment for man's disobedience and defiance against Him.
