The police department would hold the phone for a certain amount of time, so that the owner could claim it (hopefully the owner of the phone would be smart enough to call the phone up). They won't go looking for the owner since the cops have a lot going on their plate.
If the owner doesn't claim the phone after a certain amount of time, you could actually keep the phone since you did find it.

I don't know police procedures in this case, but I can tell you what happened when I lost MY cell phone and a police officer found it. The officer was working security at a store where the belt clip on my phone broke. When I returned to the store about 1/2 hour later and asked the service desk if a phone had been found, the officer was using the phone to call my parents (listed as 'Dad Mon' in the contacts list) in an attempt to find out who the phone belonged to. He asked my name, my answer matched the phones owner, he gave handed me the phone. I would guess the police station would do something similar.

The owner would have to come and pick it up because you never know , might be some 'interesting' numbers in that phone

i have lost a couple of phones and never thought to call police to see if turned in. interesting was that i called my cell phone from another numberand a stranger answered LOL. i hung up and called again , checked my phone to be sure i dialed my correct cell phone and once again got the person. i told them thank you for answering the phone and i'd love to get my phone back. they LAUGHED and hung up . LOL. i knew i should shut down service so i did immediately . the other phone no one answered. luckily my work provided them and i did not have to pay for them. also lucky was that my work was very understanding / did not make me feel like an idiot.
