haha, honestly, not very well.
I have a standard poodle that I keep long all year round and I definatly notice her not running into things when I put her top knot up and catching balls when thrown to her a lot better. It would be the same for a human if you put hair in their face, the would still be able to see, just not as well.
edit:
It IS NOT neglect to keep a poodle in a long coat. She is groomed and kept in better health than most of the standard poodles in the country. She however hates top knots and would prefer to have her hair in her face than wear a top knot. She used to pull them out and rub her head on the ground until the band broke when she was a pup. I'm sure she would agree with me that this is certainly not neglect especially since she prefers it.

That is neglect. Poodles are suppose to be groomed and trimmed. It's like having your hair hanging in your face - you can see, but not like you could if the hair was out of your eyes.
I don't know if you have a Poodle, but if you do, you can trim the hair around the eyes so he can see better.

I can see when my bangs get long and cover my eyes. but my mom thinks I can't see. so dogs can see somewhat with hair in their eyes.
