yes i used to work as a scheduler & continuity presenter, we were told to put them louder to compensate for people going to the toilet & putting the kettle on. (aqs requested by the marketing companies)
however now with the introduction of the likes of sky + where you can skip ads, adverts are now carried into the programmes themselves with half screen covers showing the product during the programme. thats just as annoying.

Twice at least as loud, yes. No limiter on the ads. They can have the limiter on the crescendi of the classical music they might be playing or even the popular tunes, but when those ads come on the air they are blaring away, and I usually hop up and run across the room and cut the volume. And I usually make a face and feel like the village idiot at that point, &c. (Like I have been taken advantage of, or like they don't think I would have noticed SUDDENLY THE ADS ARE LIKE THIS!!!!!!!!!!!)

They aren't *actually* louder, they're *virtually* (in effect, though not in fact) louder.
For an explanation of how this works:
http://www.msnbc.msn.com/id/17229281/
[Excerpt]
"A TV program has a mix of audio levels. There are loud parts and soft parts. Nuance is used to build the dramatic effect.
"Most advertisers don’t want nuance. They want to grab your attention. To do that, the audio track is electronically processed to make every part of it as loud as possible within legal limits. 'Nothing is allowed to be subtle,' says Brian Dooley, Editor-At-Large for CNET.com. 'Everything is loud – the voices, the music and the sound effects.'"

Lots of people use commercial time to get up and do other things, and they want you to hear the commercials even if you're not in the room with the TV

YES! Often if my boy is napping, I've got the program just loud enough to hear OK, then add comes on and I have to turn the volume down a couple of notches to keep it even.

yes, I hate that. You have to turn down the volume every time a commercial comes on and then you can't hear the program you want to watch.

Commericals/Ads are most likely louder in order to catch your attention, it can be quite annoying though.

You're absolutely right. If your TV has some kind of AI sound feature (artificial intelligence) to equalize the volume levels, I suggest you use it -- but even then it won't work 100% of the time.

its intended to make you turn down the volume which would result in you paying some sort of attention to the ad
