No, they are not true Roman Catholics. They are really born again Christians, with many fundamentalist views, who are trying to hold onto some aspects of Catholicism. They also seem to follow Pentecostal Holiness Church views. Though a couple of popes made a nice statement to one of their groups when they visited Vatican Citgy (just as they would to any visiting group), most do not want true Catholics making up their own rules, prayers, and new regulations that don't come directly from Rome.

+ Taking the Body and Blood of Jesus Christ into our bodies through the Eucharist (Holy Communion)
+ Even during the penitential season of Lent

These are a few ways that Catholics are spiritually born again. We usually just don't use those words.

Charismatic Catholics emphasize the charisma or gifts of the Holy Spirit. They are considered true Catholics.

Catholicism has a "both" mentality, not "either" or "or"
+ Both flesh and spirit
+ Both God and man
+ Both Adam and Christ
+ Both law and faith
+ Both Creation and Evolution
+ Both Charismatic and not so Charismatic

+ With love in Christ.

We have a group of "charismatic" Catholics at my Church. They are just as Catholic as I am, they believe that the bread and wine are the Body and Blood, they believe in Apostolic succession, the have reverence for Mary, etc. They also have the extra enrichment of their charismatic beliefs that, by the way, do not conflict with the teachings of the Church. It is a bit much for me personally, but they are still Catholic brothers and sisters.
