I think that he doesn't want to give you a chance. Your friends told him to, but he doesn't want to, because what if he ends up not liking you? He doesn't want to then breakup with you, which would surely hurt you if you like him.
Pretty much he is unsure of his feelings for you. He cares about you enough to reject your offer so that if he does not like you, then he does not hurt you by leaving you.
It amounts to he might like you more than a friend, but at the moment, not enough to take that chance to say yes and later on regret his decision.

"NO I DONT WUNT TO HURT HER" means that he does not expect any relationship to have a future, and he sees you as delicate and fragile, which does not interest him. I don't know if he cares about you, afterall he barely has anything to do with you. I'd say he sees you as merely one cute face in a background of cute faces, and not much more.

maybe he still likes this girl but he's keeping it a secret
and when he said he doesn't want to hurt you maybe he meant
if he goes out with you and he still likes this girl then that wouldn't be fair to you. and if you found out he still liked her then you would be heart broken
or
he really cares about you and he can't keep a relationship longer than a week and he wants to learn how to keep a girl before he goes out with you
