I was born in Thailand, in a camp refugee and I need a passport to travel, so how can I apply for a Thai passport? I am presently a permanent resident of Canada.

My father is vietnamese, he came from vietnam to thailand, and my mom is cambodian, and she also went to thailand, they both met there. I have my immigration paper, and on it, it says that I have a vietnamese citizenship, so I don't know whether I should get a vietnamese passport or thai. And how?

So, is your family Vietnamese, Burmese, Cambodian, Lao or what? You could consider going to the appropriate embassy and see if they are willing to issue you a passport. However, you're not a Thai citizen, unless your parents were. There have been Vietnamese refugees living in Thailand since Vietnam was a French colony, but they've never been recognized as Thai citizens. if you're unable to get a passport from your country of citizenship, then talk to the Canadians. The US issues refugee travel documents to people who come in as refugees and can't get a passport. I imagine the Canadians have something similar.

edit: You can certainly contact the Thai embassy in Canada, but as I said, I really don't think you would be considered a Thai citizen. Still, you can always ask. I think you should ask the Vietnamese embassy to see if you would be eligible for a Vietnamese passport. If not, you can consider contacting the Cambodian embassy. However, if your mother was part of the Chinese community that migrated from Vietnam during the French colonial period, and there were many in this group, the Cambodians would probably not consider you a Cambodian citizen either. in the end, you may wind up going to the Canadians for a refugee travel document, until you become a Canadian citizen.

How did you get PR status without a passport?
Assumining you came as a refugee?
Do you have a birth certificate (or registration of birth) from Thailand?

Contact the Thailand embassy but if you cannot provide any proof that you were born in Thailand or born of Thai born parents, you may not not be eligible to get a Thai passport.

Otherwise you may have no choice but to wait the required number of years until you are eligible for Canadian citizenship, apply for citizenship (currently taking about 2 years for processing) and then get a Canadian passport after you become a citizen.
