The most successful dieters are those who eat pretty much the same meals every day. You gotta keep it simple. Roughly, take his target weight, say 150 lbs, then eat no more than 9 calories per pound of target weight... so 150 x 9 = 1,350 calories per day. Low fat foods. Carbs are good, but try to stay with whole grains, brown rice, etc. If that low amount of calories is just too little food, he could add 100-200 calories and still be okay.
Lots of water every day.
Do cardio 3 times a week. Running 2-3 miles each time would be best because he will be doing A LOT of running in boot camp. Do push ups & sit ups on alternating days. I'd throw in pull ups, chin ups, and chair dips, too. 3 sets each to muscle failure each set.
Boot camp is mostly a mental game. No matter how prepared you are, they will push you past that point to see if you can keep going.
*Once he gets to boot camp, he'll have to increase his calories dramatically to keep up. He can just eat whatever they feed him.

You can't safely lose 45 pounds in 3 months. That's 15 pounds a month! A reasonable amount of weight loss would be about 1 pound per week. So about 4-6 pounds a month depending. All I can suggest is lots of running, combined with weight lifting and a healthy diet. As far as running goes, start out running a mile or two and work your way up to say 5 or 6 per workout session. Make sure when he lifts weights that the amount of weight he is using increases every week. As far as diet goes, eat 5 small meals a day rather than 3 larger ones. This will help increase his metabolism, which will burn more calories. Cut out all junk foods, sweets, chips, white bread, anything with high fructose corn syrup or partially hydrogenated oils. Eat lots of protein, drink plenty of water. Some guys add protein supplements that you can find at GNC, but I suggest allstarhealth.com WAY cheaper than GNC. If he loses too much weight too fast, he could wind up with a little excess skin and not too mention, it's just not healthy to lose that much weight in such a short amount of time. Weight loss should be gradual!

Eat 5 small meals a day. NOT hamburgers or turkey dinners.
Absolutely no alcohol and just enough caffeine to take the edge off. Now the fun stuff. 2 hours of cardio a day. NO weights, the point is to lose weight not gain it.
cardio should include running. Join a gym with lots of cardio stuff. Break up the 2 hours into 20 min segments. The first 20 to warm up and the last 20 to cool down. Inner 20's should be HIGH intensity. Break in between to take on more water.
He should be sweating about 4lbs a session and losing about 4lbs A week overall. Its important to hydrate before during and after.

1. Get a pedometer and have him walk 10,000 steps a day (usually about an extra half hour to 45 minutes over what a person normally walks). Maybe do a full hour walk on the weekends.
2. Gym 3 or 4 days a week, circuit weights and 20 - 30 minutes on a cardio machine (stationary bike).
3. Reduced calories, but not starvation.
And Laughter is right, maybe shoot for 4 or 5 months. Josheph is right, when it comes to burning calories, walking 5 miles burns the same amout as running 5 miles, time is the difference. It talks between and hour and 15 to an hour and a half to walk 5 miles, but it's the cheapest and easiest way to burn calories (listen to MP3s and dress for the weather/time of day). Good luck!

I lost 40 pounds in 4 months by simply drinking water and walking 5 miles 3 times a week. I don't know what his schedule is like but I implemented walking into my daily routine. I simply got off at a bus stop 5 miles from where I lived and carried a water bottle container everywhere I went.

Tell him to listen to his Recruiter and do what he is told. They deal with this issue all the time in that office, so they know what works and what doesn't.
It sounds strange that they let him enlist into the DEP being overweight, but stranger things have happened. If he hasn't enlisted into the DEP, tell him to loose the weight, DEP in and make sure that he is slotted for a job.
If they plan to enlist and ship him on the same day (known as a kiss and ship); chances are he is going to get whatever job comes up. He needs to get qualified (loose the weight) and get a guranteed program.
...either that or he is going to end up busting rust on a ship for the next 4 years.
