It doesn't. Rev 20:14 tells us that "death and hell were cast into the lake of fire. This is the second death." ... in other words, destroyed permanently.
The reference to hell here and elsewhee in the scriptures is to mankind's common grave. That's all the hebrew and greek words Sheol and Hades stand for.

The teaching that there is an eternal hell in which hordes of mankind will suffer eternal punishment can be a difficult doctrine to accept. We hear so much about God's infinite love and how He desires that all men be saved (1 Tim. 2:4). However, those who develop their theologies based upon the "gentle" side of God do so with an incomplete picture. Not only is God loving (1 John 4:8-10), gracious (Exo. 33:19; 1 Pet. 2:3), and merciful (Exodus 34:6; Psalm 67:1; James 5:11), but He is also holy (Isaiah 6:3; Rev. 4:8), just ( Neh. 9:32-33; 2 Thess. 1:6), and hates sin (Psalm 5:5-6; Hab. 1:13). God punishes the sinner (Jer. 50:31; Ez. 44:12; Matt. 25:46; 2 Thess. 1:9; 2 Pet. 2:9; Heb. 10:29). The Bible teaches that there is a fiery hell, a place that Jesus warned people about.

Since God created hell ,He made it for all eternity for the devil and the 1/3 of the fallen angels, He made it to last forever, God is all powerful and can create what He needs for the good and the evil. The faithful go to Heaven and the evil go to Hell. Does that help, I hope so.

Hell is the opposite of heaven. If heaven is being in the presence of God forever, hell is the opposite. the state of not being in the presence of God. Particularly, if you learned that you came to earth to prove yourself worthy to return to God, and then "blew it" while done here, that would be hell to me, to know that you lost your chance, due to your own stubbornness, pride, rebelliousness, etc. . It would be hell.

Revelation 20:14
And death and hell were cast into the lake of fire. This is the second death.
First death...for the body
Second death... for the spirit
Hell will no longer be...there will be no need for it.
Revelation 2:11
He that hath an ear, let him hear what the Spirit saith unto the churches; He that overcometh shall not be hurt of the second death.

I don't understand why you assume one creation of God, heaven and another hell cannot be eternal. It is irrelevant anyways because heaven and earth shall both be remade, so technically only hell shall remain eternally.

According to the doctrines of the Church of Jesus Christ of Latter-day Saints, which is the Gospel of Jesus Christ, restored through direct revelation from God to latter-day prophets, HELL (or torment of conscience) DOES NOT LAST FOREVER.
Every human being who has lived on earth, except for those very few who deny all desire to partake of any aspect of Light, will receive an eternal habitation of Light. Not everyone will dwell with God, but NO-ONE will dwell in torment forever, and everyone will receive that portion of Light which they were willing to receive.
See basic info on the 3 degrees of glory:
http://www.mormon.org/mormonorg/eng/basic-beliefs/heavenly-father-s-plan-of-salvation/heaven-and-eternal-reward
EVERYONE will be saved from torment through the Atonement of Jesus Christ, but only those who have exercised faith and obedience to divine law will receive enlightenment to their souls sufficient to behold God in his glorious light, and not shrink from before his bright presence.
In the light of God, we can't help but see who and what we are. Therefore, those who do not follow divine law (and thus receive Light to their own souls), will not be able to abide his presence.
According to my understanding, after we have left this mortal body, we do not have as much power to change the light that is within our spirit. With a mortal body, we can more easily manipulate and change our spirits... this is why God sent us here to earth. After death, the dead see the absence from their bodies as bondage. Our bodies give us power to change our spirits.
See here http://scriptures.lds.org/en/search?search=absence+from+body+bondage&do=Search for scriptures about absence from the body being seen as a kind of bondage.
If we do not take advantage of that power in this life, it will be a much slower process of evolution for our souls... much harder to overcome the darkness (ie receive more light) if we do not have a body with which to act.
See Alma 34:32-34 - http://scriptures.lds.org/en/alma/34/32-34#32
This is how the "punishment of the law" becomes affixed... simply because it is the nature of eternal energy (from which we all were born) to change very slowly. I hope we will receive of the Light energy while in this life, through faith in God, and obedience to his laws and ordinances. I know through experience that there is great spiritual power in the restored Gospel of Jesus Christ. ♥
