Is there a difference between listing the recipients under To as compared to Cc? What is the intended usage of cc?

Yes there is a difference. In business letters, cc is at the bottom under the signature closing denoting who copies are to go to different from the addressee. In e-mail it would take the same reference. You would list who your e-mail is primarily directed with a cc to a secretary or someone who should be aware of the e-mail but not be directly affected by its contents.

When listed under "To", it means the mail is intended for that person alone. The cc recipient receives the mail just to be informed about the matter and has the option to reply or not.
