I have five females and three males all happily coexisting in one cage. It is possible, but you have to follow some very specific rules.
First, it must be a BIG cage! My birds live in an aviary, five feet long, three feet high, two feet deep. At minimum, your cage should be big enough that all of them can sit side by side and spread their wings without touching. I would say 30 inches long would be a minimum size for four birds, and bigger would be better. Your cage should always be longer than it is tall, or equally long and tall. If your cage is a tall rectangle, the bottom half will just go to waste, because budgies always want to sit on the high ground. Having a big cage will make them happier, let them have more toys, and reduce the stress that leads to fighting.
Second, and just as important, you MUST control their hormones. You cannot have two females living in the same cage if one of them is nesty and laying eggs! They will fight, and one with probably get hurt. Controlling their hormones means regulating the amount of food they get, enough so no one is hungry, but not so much that there's a lot of food in the cup at the end of the day. You must make sure they don't have any nest sites or nesting materials. Give them toys that they can't sit in or crawl into for privacy. No nestboxes, not ever! They don't need them, and you'd be asking for trouble. Cover their cage at night, so they get between 8-10 hours of uninterrupted dark. If they start acting broody or nesty, increase it to 12 hours a night. As long as the females aren't hormonal, you won't have fighting in your cage.

It is fine, as long as you have a cage that is large enough to house all of the birds. If one starts getting picked on, punch the other birds and tell them it is not nice. Just Kidding!! Lol. To reproduce they have to be in larger groups, because they learn by watching their peers. I doubt they will reproduce. It should be okay! :)

as long as they dont kill each other over 1 female....the best advice is to fid the pairs between them and put them in seprate cages...cuz if one lays fertile eggs the other male could try to eat them or even kill them.....so just find the pairs and get another cage like a big one so they can have room...

Sure it is as long as it is a big enough cage and nobody is getting picked on. It is not likely for them to reproduce.
