Well birds should never have to tell they are hungry since they should have food 24/7 and eat as much as they want. As far as attention. My bird and other birds I have been around let you know they want attention by being very loud and noisy, more than usual.
I have a Black Headed Caique named Ava. Awesome bird and such a clown.

THEY NEED FOOD AT ALLL TIMES.....DUH....but my cockatiel screams really loud when it wants out....otherwise they should get at least on hour of play every day if they are with a mate.....then i would try to give them as much attention as possible.....then u will form a unique bond w/ u and will definalty be a very good bird.....but if they have a mate they will follow each other so sometimes they play with each other....so i let them i let them out while i do my homework then play with them....i usally have my tiels out all the time....but my lovebird duznt come out so well so i hav to coax her out...o yeah try to change water as much as possible... and if u have more than one bird in the cage try to change it like every 2 days other than that like every 3 days....so they dont get pneumoina in they lugs from their poo...

sometimes i forget to put my cockatiel to sleep in the PM because i'm too busy playing video games. But it's no problem! at exactly the right time she says "kuVik!" and i look at her and the clock and i know exactly what she wants! i cover the cage and turn off the lights and go back to gaming.
she begs for food whenever i eat by flying down to my table and trying to take the food out of my dish! i don't let her do that, she has her own dish, and recently she's just been looking at me sadly instead of trying to take my food when i don't give her any. One time i made a sandwitch from pita bread, avocado, onions, and tomatos and my poor bird ran back and forth on the table going "kuVik!" and she didn't know why she didn't get any. I tried to tell her "this is a birdie-POISON sandwitch!" but she doesn't understand english because she's a dumb cockatiel and not a smart african grey so she kept running back and forth going "ku-Vik!" at me.
she also knows she gets a little bit of seeds when i come back from work and let her out, (she has pellets in her cage but is a former seed junkie) so she runs around the cage yelling "FEE!" until i shut her beak up with seeds!
my dad's african grey is another matter. he now knows how to say "water" which he learned to say when we bring hiim fresh water, and "carrots" which might mean any veggies. he says "come with me!" which means "take me with you". my dad would tell the bird "come with me" when taking the bird out of the bird's room, so now when my father leaves the room without the bird, the bird yells "come with me!".
and the bird knows to say "i'm a pretty bird" which means "give me a seed" because we gave him seeds for saying that. he eats pellets but we make him beg or do tricks or just go inside his cage for little white seeds, so when he wants a seed he will look at us and say "i'm a pretty bird" which means we have to give him at least one. if he keep begging we say "no more" which he understands.

My three caiques have food available to them all day long. And they will eat all day long. They get a good seed mix, fresh fruit and veggies every day and they also insist on sharing whatever I'M eating -- they LOVE it when I get a rotisserie chicken from my local grocery store. They will chase you down for pomegranate (or walnuts, if there is no pomegranate). They eat better than I do.

I have a cockatiel. I keep his food cup full inside the cage and one on top of his cage. He wants bites of whatever we eat though. And we allow him people food. When he wants attention, he comes over and sits down on my foot. I raise him up, to climb up on my lap. Sometimes he climbs up himself. He loves to sit on my lap and have a head scratch, but he would like it, if I sat and scratched all evening.

i have a parrotlet her name is ayasha, she always has food and water in her cage for her to eat as she pleases. but when i forget to feed her she throws food and throws a major temper tantrum. and she bites me. when she wants attention she screams. but i love her and wouldnt have her any other way.
in case u didnt know what a parrotlet is they are mini amazon parrot. she is a celistel aka pacific parrotlet.

my cockatiel's will scream their heads off if they eat all their food and want more. when they want attention they do the same thing. or they sing and dance, which is much nicer, if you ask me
