Whining is usually a sign that they are tired or bored. When my 3 year-old gets overly whiny it's usually nap time and that makes a HUGE difference. Surround them with toys or place them in a playpen with toys if you need to get things done around the House. I did this with my son for about 30 minutes while I cleaned the kitchen when he was this age and now he loves playing on his own and has a EXTREMELY active imagination.

Whining is a form of tantrum.
He needs your attention and may be trying to get it in a negative way.
Give him structure, so that he knows that there is some daily routine. This will keep an active child's mind occupied by having nap time the same, having play time the same, having lunch the same.
Sometimes we just need to understand from their point of view as they cannot fully express themselves.

My son who is ten months also well almost 11 does the same thing he gets bored and whats to do something so i usually crawl around with him on the floor for a bit and find things to entertain him. sometimes if i am busy with house cleaning or cooking ill stick him in his play pen with almost all his toys and he entertains himself but i come the living room to make sure he is okay all the time especially if he was making lots of noises then suddenly it stops....just try to play with him or show him little things like with his toys i show my son how to push the buttons and after mommy does it he does it then he is fine.

my son loved going to the public pool for swimming in the tot pool (its warmer than the regular pool) and long walks in the stroller. at this age there isn't much you can do about the wining that i know of. it's there only way to communicate something to you, if there hungry, tired, bored or want to be picked up.

try playing with him, give them educational toys & videos to watch...dont just ignore him..
