Why is a 13 year old seriously overweight?! That's horrific parenting if that's the case. I would not suggest getting surgery so young. Fortunately, being 13 is still very young and can correct her/his mistakes, and can be healthy in no time. Young bodies recover quickly. The parents should be slapped, but the kid will be fine. I would suggest starting an extra curricular activity. Try swimming. Take a walk each day after school before homework time. During homework, try snacking on an apple instead of cookies or whatever else. For dinner eat fresh veggies, whole grains, and try to incorporate fish. Avoid dark meat and simple carbs (white bread, white rice, chips). Go for the ulternatives. Try whole wheat crackers and a few slices of cheese. This 13yrd. needs to eat and eat frequently (smaller more frequent meals are better than skipping a lunch and eating a sizable dinner) but eat the right things. Diets only make things worse. If this person works out regulary, exercises both body and mind, eats right, then she'll/he'll be fine in no time, and will create healthy practices that will carry on into adulthood.
Children are the helpless victims here. Your child cannot make her own food, cook fresh ingredients, eliminate all fast food. I bet the parents are overweight too, am I right? Do you have any pets? Are they overweight? Chances are that they are all obsese. Bad eating habits of the adults effects everyone in the house. You'll need to start eating right and modeling a healthy lifestyle. Surgery is an awful, disguisting, not to mention lazy, "solution". Do not do it if you love your child. Just change. If you need help, resources are available. Reasearch books by Bill Sears on child raising and diets.
A wise side note: In the evenings, turn the TV off and go for a walk, play a game. Spend time with your child.

If a 13 year old is THAT overweight, then their parents need to be arrested and the 13 year old would go into foster care with people who would NOT let the child eat that much.
Obese minors (anyone under 18).......that is a form of child abuse and parents DO get arrested for it and can have their children taken away from them.
