I thought The Navy was White, sometimes I see some Navy people wearing all Black, or a Black shirt and White pants?

It depends on the uniform of the day. As said before, it is blue. Not black. The blue uniforms are worn during the fall/winter. The whites are worn during the spring/summer. The command determines when personnel switch to winter/summer uniform

It's blue, not black (even if it looks like black). The Navy has many, many uniforms, some white and some blue. What a sailor wears on a particular day depends on his command.

They have their dress whites, and working whites, then they have dress blues (Cracker Jack) and then the working blues, which look like black pants, black buttoned down shirt and black tie. Then there are uniforms they wear on their ship, jumpsuits if you will.....AKA prison garb.

i think the navy has 7 different uniforms.
