Doctors is the plural of Doctor, There is no reason the pluralize the plural.

The I don't think that the plural salutation of Doctor changes like the salutation Mister (Mr.) into Messieurs (Mssrs.)

Singular = doctor
Plural = doctors
Singular possessive = doctor's
Plural possessive = doctors'

For a salutation, use
Dear Doctors:

Doctors is the plural of doctor. Doctor's is the possessive form of doctor (e.g. that is the doctor's house).
