How old do you have to be to get your learner's permit in PA. I have heard that you can be younger than 16. Is that true? Do you think I would be able to get it a couple days early?

According to PA Driver and Vehicle services, you have to be 16.

16 is correct, and your permit application has to be signed by your doctor as well.
