Is this frea dirt? He has been treated for fleas yet he still has these spots . Any answers to what this is and how to take care of this problem is greatlly appreciated.

It's probably some skin issue.
Flea dirt will wash off with a bath. A lot of flea dirt on a dog will actually cause the water that runs off of the dog to turn red.

It's staph, yeast, or some kind of skin infection/allergy. It's not normal, but I see it all the time as a groomer. Take a trip to the vet for a skin scraping, the vet can help you figure out the cause and treatment.

put some ointment on it. you can buy flea ointment at almost any pet store but if that does not work you can get some better stuff from a vet for low charge.
