if you know what he shoots you can always get ammunition...if he has a favorite cleaning solution you can buy several bottles of that (have to keep the guns clean) if he doesn't have any you could get shooting muffs(look like earphones) to replace the ear plugs or to work in conjunction with the ear plugs.
If he shoots trap or skeet or sporting clays a nice shot bag never fails.
There really are so many things you could get but not knowing what he has or needs we can only keep listing things.....
shooting gloves
shoulder pad
shooting vest
shell/casing keeper

If you know the caliber or gauge of the firearms he shoots most often and he has not yet acquired a product manufactured by Hoppes called BORE SNAKE.
The Bore Snake is a cleaning tool that every gun owner should have in their cleaning kit, and they are under 20.00 dollars each. I have seen them at Wal-Mart for about 14 dollars.
Just make sure the one or more you buy is for the same caliber/gauge firearms he owns.

Depending on what he already has, here are a couple of ideas:
A shoulder protector that straps on your body.
Sand or shot filled leather bench rest for both front and back of a rifle.
Nice pair of deer or elk hide gloves.
Universal cleaning kit.
All the above should be below $30 each, some less.

A hip flask and a bottle of slow Gin (the shooting mans drink)
which can be picked up in tesco now adays.
A cartridge bag
A Gun Slip
In my opinion i would go for the flask and gin, thats if he dose not already posses them.
Good luck

Get him a few packs of assorted sized shoot-NC targets. They are self adhesive color changing targets. When you shoot them the bullet hole turns from black to yellow. I shoot the 1" shoot-NC dots, but the make target sizes up to 12" !
