Well, I'm a fifteen year old girl who is 5'6''. Is that close enough? I usually wear a 5 or 7 comfortably/slightly loose. Although since brands vary so largely, I'll sometimes be a one or a nine! My advice is just be at a healthy weight you feel good about, and wear whatever pants fit without taking consideration for the size. Just take the pair off the hanger, look them over, and if they look like they might fit, try them on. Unless you're shopping from a brand you normally wear, don't take the tags too seriously.
Have fun shopping! (Can I come along? :))

I don't believe in a perfect size because everyones body is a different shape. As long as your at a healthy weight and like how you look, I dont think the pant size matters

There really isn't one. As long as your body fat is not too high for your gender and age group and your stomach is not hanging over your waist band, it doesn't matter what pants size you are wearing.

there isn't one. What size you wear all depends on your frame size and body shape. And since there are no standard size regulations for clothes, your clothing size will vary by manufacturer, retail outlet, clothing line, and country of purchase.
