Well, three things.

1. why do you want to be a spy?

If it is from James Bond books, forget it. that is not really the life of the spy. If your hero is someone like Lord Walsingham, then it may well be your calling.

2. do you have the temperament?

I find the world of intrigue fascinating, but I simply do not have the temperament. Many spies double as diplomats. No flash cars, but impeccable manners and incredible restraint in everything they say and do.

3. you don't apply

Most spies are "tapped". At certain universities at certain courses, they keep an eye on people who might be suitable. Someone who goes seeking to be a spy might not be suitable.

I've known two people who were recruited. One worked for a senator who asked her (yes her!) to apply for a job at a particular company. Not long after taking the job, she realized that something illegal was going on. When she came to the senator for advice, he noted that she had passed the test. She started reporting on what was going on and finally had a hand in their successful prosecution.

Try asking yourself what the government needs (information) to deal with what types of threats (energy security, terrorism, drug smuggling) and why you can help with that (job at a company that will give you access to govt? ability to speak the language?). You can often get some access by taking law enforcement classes and bringing something unique to the table (such as the ability so speak fluent Farsi, etc.).

Being a spy does sound like a very exotic and romantic job, doesn't it?!!!

I think everyone dreams of being a spy at some point in their life! Not only will you be doing undercover/espionage work, but you also get to help your country and foil the enemy. Sounds truly fascinating!

First you must get a four year college degree in a field of study that you plan to specialize in. The you must apply at: usajobs.opm.gov

You have to have been a US citizen for 7 years. You also have to apply. If you intend to do this with no military experience, you'd better plan on crapping some gold.
