Use machines targeting the upperback. Use low weights and lots of reps unless you are wanting to bulk the area.

there's no way to burn fat in one area, cardio exercise and overall fat loss is the only answer.

if you want to look cut up there do pulldowns and shoulder press , low weight high reps will build deffinintion without building bulk.

Work on resistance exercises or strength training for your arms and shoulders. Those help.
