I am in the same position. My walls are even the same color. All i did was buy bright paintings. I added a cool and bright comforter. I also bought colorful accessory's for the room like pillows, and new shades for the lamps. Oh yeah and curtains some times make a big difference. You can also try and buy a rug or two.

Oh girl! This is right up my alley! There are many ways to bring color into a room without paint. Depending on the size of the room, you could buy some inexpensive fabric in the color you want. Then build a frame for it, whatever size you ant, and you have instant color! Hang it behind a bed or sofa or whereever. The other quick way to bring color in is through accessories - don't have to be pricey, but they bring a pop of color all over. You can also make inexpensive window treatments that you can hang over the apartments fixtures. Have fun and go wild!

Paint Fake or real plants as long as they are bright and cheery Pillows Art Work - you can create your own. Find any picture you like that goes in your room, and frame and matte it. Any frame from Wal-Mart will do cause you can paint it the color that goes best with your room and as long as you make sure the picture fits in the frame you can get matting at a Wal-Mart too for very cheap. Brighter curtains on the windows. Floor lamps. A well placed lamp will bring light and dimension to a room. Any one or combo of these will work. Good luck

1] pick a color you really like, in a pastel or bright [ say sky or smoke blue ]
2] get bedding [ comforter or duvet cover ] and window coverings in that shade, or a print with that shade in it.
3] repeat the color[s] of the bedding on throw pillows, a quilt perhaps, and small accessories - lamps/shades, vase, ornaments, flower pots, candles/holders.
4] pick one metal for frames, mirror, or other [ lamps, candlesticks ] - brass, chrome, copper, iron
5] repeat the colors in your art work - painting, photo, poster
6] add live plants, or silk flower wreath/swag, using colors again

You could paint one/two or three color (s) on larger canvas and hang them around where they will work... this could be pretty modern and you don't have to be an artist, just use acrylics...
