How do you install a fender flare on a Jeep Cherokee?

I have a 1999 Cherokee and the right front fender flare was missing. I got a replacement, but I'm not sure how to get it on there. The "tabs" are still there, but I just don't know how exactly it is supposed to fit on the tabs do not seem to lock onto the tabs on the fender. I heard there were three screws but where? Thanks.

well if its missing I going to bet the screws are not there , so I go to home depot grab a few and screw it on.

and heads up cherokee fender flares are a B
