i used to suffer with the same thing, i still do from time to time, i do drin plenty of water but doesnt seem to do anything, exfoliasting is the best way forward, not just that alone though, i found i had to buy a more oil based foundation, the ones with the high sun factor are great to use... if you cant get your hands on one, why not try using vasiline.... not too much tho as this will have the adverse affect. a tiny amount about the size of a pea rub together in your hands to warm through for easy spreading, making sure you rub into the skin like a mini massage, then apply the foundation...... moisturise your face at nigt before going to sleep also...... the cold waether can make your skin dry out.
i hope this helps

Lack of vitamin intake can definately be a reason for your dry skin. I found a great vitamin that might help you out.

Dry skin is a common problem, particularly during the winter months when it is cold outside and artificial heat is used indoors. The harsh outside weather combined with the lack of humidity indoors makes it hard for your skin to stay moist. Certain activities, such as gardening, can also dry out the skin. In addition, using harsh soaps or bathing too often can wash away your skin’s natural moisture.

After exfoliating, use a good moisturizer. Also, try using a moisturizing foundation and skip the powder. That works for me.

It is important to drink plenty of water, and I believe that certain oily foods help to keep our skin in better condition (like salmon and nuts.) You might want to try to add a few of these to your diet every week.

you need to exfoliate for one thing, invest in some Buff Puffs.
for another you don't drink enough water, the body needs two liters a day to function efficiently, that means hydrating the skin as well.
