Both HK and Japan have the same PS3 region - NTSC J, it doesn't matter, if you buy it in one of those countries. Japanese version has an extra online feature, but it works only in Japan. 40GB is available in white in Japan.
80GB will allow you to play some of PS2 games, it has a card reader. 40GB has newer cooling system and it needs less electricity.
You'll be able to play UK PS3 games, however PS1/2 games and movies aren't region free.
Most of modern TVs support all types of signals, but, JIC, check, if your TV supports NTSC signal. You'll need a good, 500W power converter.

You may want to buy the UK version instead since your TV uses the PAL system. PS3 from HK and Japan are NTSC system - it will not work with you PAL TV.

You normally have a choice. 80 GB is double the space, but
has some overheads, you need bigger RAM for bigger disk.
If your data needs are not extra large, go for 40 GB. By the
way, presnet standard is 120 GB.
