Duplos or even the big mega blocks are fun and will last her for a couple more years. The Little People toys are all great for kids around her age. Maybe get her a "travel system" for her dolls. A nice kitchen set with fake food is always fun for kids that age, too!

I also have a two year old daughter and I try to avoid buying the overcommercialized plastic toys. I am not sure where they are made but in general we like melissa and doug toys. We bought some of their wooden lacing beads and their wooden shaped toys that have the holes along the edges for her to lace shoe strings in. They keep her busy in the car and help to develop her motor skills. She also received a small piano for her birthday which she really loves to play and sing at. I agree that some of the best toys aren't bought though. She loves to help us with the dishes now and sort just about anything. We have thought of getting one of the large floor rugs that has a city scene on it, a bit more commercial, but she loves stop signs and I think she would enjoy driving the cars along it. She also really enjoys playing with her tea set now, and you can find many appropriate versions of this classic toy. Hope this helps, I understand the challenge.

Hi!
I am also trying to avoid all the made in China toys as much as I can, it is hard though as there are very few alternatives. However I whole-heartedly recommend any toys from the Early Learning Centre (an English company). They distribute to selected stores in my country (Australia) and probably do to others as well, if not you can probably order from them online. They make classic wooden toys as well as developmental and quality toys of all kinds. We have bought from there wooden blocks and puzzles, a wooden shape sorter with coloured shapes (my 2 year old's favourite thing), a bead maze (with the shapes that move along different coloured wires), a hobby horse, a mini-trampoline and a fold-up play house, musical instruments, toy vehicles and miniature people etc. They have wonderful things.
My kids have millions of books as well! Shopping for a 2 year old I'd probably make sure she has something from different areas of learning. For example, art materials (an easel, crayons etc.) and musical instruments for creativity; dress-ups or dolls/people for imagination and role-play; puzzles, blocks, shapes etc. for mathematical concepts and fine motor skills; books for early literacy and language; balls, trike or ride-ons, swings and other outdoor equipment for gross motor skills etc. etc. Then you've just about covered it!
My kids (2 and 1) love the stacking cups still - an enduring favourite.
Hope that helps a bit.

Try searching online for European-made toys.
There are a few really good sites that sell HABA and other brands of high-quality toys. I just bought my 2 yr. old daughter some wooden play food made by them (definitely didn't want anything plastic and made in China that looked like you were SUPPOSED to put it in your mouth), and she loves them. They also have great wooden blocks, simple puzzles and even simple toddler-friendly board games.
Try oompa.com or moolka.com for starters. Some of it's a little pricey, but other things are surprisingly reasonable.
Also, coloring books and play doh (make your own if you're wary of chemicals) are real winners in our house.

Play doh, duplos. For my daughter's second birthday we got her "My first doll house" I think that it's by fisher price. The age range was either 18 or 2 years and up. She played with it for hours at first, and still plays with it.
Color wonder marker and coloring book sets. She loves those. Doll stroller, shopping cart, a toy kitchen.

she loves to stack, hmmm, buy a family size toilet parer my 2 year old loves to stack toilet paper, kitty food cans unopened, paper towels, go to a thrift store and find stack able stuff, paper cups, target has a lot of great inexpensive wooden puzzles and a great line of dolls for younger girls, they have a great wooden kitchen also, the best toys are not toys at all, i like target toys because they are old school and well made, the price is right too, but thrift stores have a lot of original things also,

Duplos or the big legos if she likes to stack things. Anything that they can push around and also the favorite things at our house are the ones that sing the alphabet. Also the magna doodle is a hit.
